We have switched to Configless mode, and now a number of users are complaining that the qstat command (from the slurm-torque RPM for CentOS 7) has stopped working with an error message:

# qstat -a
perl: error: s_p_parse_file: unable to status file /etc/slurm/slurm.conf: No such file or directory, retrying in 1sec up to 60sec

The directory /etc/slurm/ was removed during the transition to Configless mode.

This seems to be the same issue that was reported in Bug 9330.  I just tested 20.02.5 on a node, and the issue is still present.

Yes - it looks exactly like a duplicate of Bug 9330. Closing it since it should be tracked there.
