Okay, I've made a new COPR build that includes a minimal fix for this.
The fix is to remove the hard-coding of "-O0" in the CFLAGS, so that
the Fedora CFLAGS are used throughout.

In the end I disabled the use of 'perlapi.files' in the spec file,
because RPM no longer tolerates empty files in %files. The Perl
subpackage appears to build fine without this, but please correct me
if I'm wrong here.
