The AccountingStorage/filetxt plugin does not record all fields, but this is not fully described in any of the available Slurm documentation. The man page for slurm.conf only cryptically states that 
"Note: The filetxt plugin records only a limited subset of accounting information and  will  prevent  some  sacct  options  from proper operation.​" 

The filetxt plugin is thus not very useful for actually tracking jobs, although it offers a nice, lightweight option for smaller HPC installations to use.

A section in the man page, either in slurm.conf or sacct, should describe which fields are recorded with various plugins (alternatively, it would be really nice if filetxt were expanded, but that's not something I'd ask for without submitting a patch...).
